Scientific notation is shorthand for big numbers: a small number times a power of ten. The power of ten just tells you how many zeros to tack on.
10^3 means 10 × 10 × 10 = 1000, so 3 × 10^3 is 3 × 1000 = 3000. A quick way to see it: the little exponent (the 3) is how many places the digits shift to the left — three steps bigger.
Read the exponent, add that many zeros (or shift the dot), and type the plain number.
